Sealed bids will be received by Marshall Municipal Utilities’ Engineering Firm, DGR Engineering, located at 1302 South Union Road, Rock Rapids, IA 51246 until 1:30 P.M. on the 1st day of October, 2013, for 15 kV Capacitor Bank Installation, at which time the bids shall be publicly opened and read aloud.

The general nature of the work on which proposals will be received consists of the installation of six metal-enclosed 15 kV capacitor banks at various MMU substations, ranging in size from 1.8 MVAR to 7.2 MVAR. Included is the supply and installation of foundations, raceways, control and communications cables; and the installation of Owner-furnished capacitor banks and power cable.

The above work shall be in accordance with the specifications and proposed form of contract now on file in the office of Marshall Municipal Utilities in said City of Marshall, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.

All bids shall be made on proposal forms furnished by the Engineer and shall be accompanied by bid security in the form of a certified check or bid bond, made payable to Marshall Municipal Utilities, Marshall, Minnesota, in the amount of ten percent (10%) of the bid, which security becomes the property of the Marshall Municipal Utilities in the event the successful bidder fails to enter into a contract and post satisfactory performance and payment bonds.

Payment to the Contractor will be made on the basis of ninety percent (90%) upon certification of work completed; ten percent (10%) within thirty-one (31) days after final completion and acceptance. The construction shall be performed upon a Notice to Proceed issuance. Substantial completion of the project shall be no later than April 15, 2014. The estimated cost range for this project is $125,000 to $175,000.

Marshall Municipal Utilities reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period. Marshall Municipal Utilities also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Marshall Municipal Utilities.
